Competency refers to the personal and potential characteristics related to the effective or excellent performance, including five levels: knowledge: skills, self-concept, social role, character and motivation, the concept of competency can clearly make a distinction between those with outstanding performance and ones with general performance in Organization. As the backbone of enterprises, Middle-level managers play a crucial role in creating company's profits and development so that the middle-level managers' competency level will directly influence the operation and development of enterprises.The study discusses the competency of middle-level managers in the context of economic transition in China, builds competence model, which be used to explore the content of middle-level managers' training need analysis.The study uses document analysis, open structural questionnaire survey and other means to collect and distill items of competency; and then draw up competency questionnaires of middle-level managers, collect data from the survey of enterprises, finally use statistical data analysis to analysis survey results. Firstly, from the exploratory factor analysis result, Competency of middle-level managers presents as a five-dimensional structure and the second-time questionnaire results proves it again; Furthermore, draw up training needs analysis table according to the anterior competency structure built. And with data collected explore the content and structure of managers training needs based on competency; Finally, use multiple analysis of variance to discuss the influence of the demographic variables and the background variables of Organization on training needs dimensions of middle-level managers Competency.The following conclusions can be drew from the study:1. In the context of Chinese culture, competency structure of the middle-level managers consists of five dimensions, namely team leadership, business management, social role, achievement motivation, relationship management capabilities.2. Without taking into account the demographic variables and background variables of organization, middle-level managers' training needs, of the five dimensions of competency model orders descending: business management, achievement motivation, team leadership, social role and relationship management capabilities.3.There is urgent need to improve some competency characteristics through analysis of radar map for middle-level managers, mainly including taking ownership, global concept, achievement orientation, set up relationship, proposition ability, profits awareness and conflicts-solving. Analysis of variance and T-test results show that there are differences between demographic variables and background variables of organization on various dimensions of managers Competency. There is no significant difference in the various dimensions of Competency training needs among different sexes of middle-level managers; there is a significant difference in the dimensions of team leadership and social role among different qualifications and ages of middle-level managers; there is a significant difference in the dimensions of business management and achievement motivation among different academic background of middle-level managers; Owing to the different posts of middle-level managers, a significant difference exists in the dimensions of team leadership, business management and achievement motivation; There is a significant difference in the dimensions of team leadership and achievement motivation among different scale enterprises of middle managers; a significant difference also exists in the dimensions of team leadership, business management and achievement motivation among enterprises of different types of middle-level managers of enterprises.
