Thinking Of Perfecting Guizhou Socialized Service System Of Non-public Sector

As an under-developed area; how will Guizhou province develop its economy and society and what' s the essential approach? According to the practice of other areas, to accelerate the increase of gross product is the most rapid, effective and practical approach. Ever since the opening-up policy, the rapid gathering, forming and developing of China' s thousands of billions of private capital and private economy, has undoubtedly affected and contributed to China' s economy and society. Based on some research, it is predicted that in the following 5 years, the developing of China' s private economy will remain faster than the average level of China, China' s private economy making up 75 percent of GDP. The number of private enterprises will make up over 70 percent of the total of Chinese enterprises, and the growth ratio of domestic private economy will account for 55—60 percent of GDP.As an under-developed area, how should Guizhou province speed up the increase of gross product actually makes the strategic choice to reduce the regional gaps and accelerate the development of economy and society. Nevertheless, how should it accelerate developing and study the countermeasures? This thesis will first compare the gross product of Guizhou non-public economy with that of other areas, including the comparison of gross product of self-employed and private economy between West China and East China, the comparison of gross capital of non-public economy between the secondary and tertiary industry, the comparison of prediction of some western regions' non-public economy, to present the gap in gross product of Guizhou non-public economy.But, what' s the cause of the gap between non-public economy of Guizhou and that of other regions? What' s the restrictive factor? These are the problems that this thesis will first discuss. Based on social investigation, this thesis makes full analysis. It is convinced that since the opening-up policy, non-public economy of Guizhou has been developing and prospering, making contributions to Guizhou economy arid society. But on the whole, gross product of Guizhou non-public economy is comparatively low, with a low administration level, low science and technology in products and weak enterprises' overall strength. According to the data from investigation, the causes of the problems above are complicated, but a most important restrictive factor lies in that Guizhou socialized service system of non-public sector is not perfect which includes not fully fulfilled government service function, poor consciousness of service, weak financing ability, fewer financing channels, lack of intermediate agent and non-perfect service system and so on. Given this, this thesis holds that the gap between non-public economy of Guizhou and that of other regions doesn' t result from the encouraging and supporting policy, but from economic environment, service system, fulfilling of policy and government service function. The practice of other regions proves that the more tolerant economic environment is, the more rapidly the non-public economy develops and the bigger contributions to economic increase it makes. It' s the same with higher socialized service, better fulfilled government service function and better service system of financing.Thus, we should perfect policy service system, government service function, service system of financing guarantee, social intermediate service system, widen financing channels and improve service efficiency so as to perfect Guizhou socialized service system of non-public economy and advance Guizhou non-public economy.
