Study On The Construction Of New Agricultural Socialized Service System In Zaozhuang

With the acceleration of the process of agricultural and rural modernization in China,new agricultural service organizations have emerged rapidly,and agricultural socialized services have developed rapidly,which has fully played a significant role in improving agricultural production efficiency and enhancing agricultural comprehensive competitiveness.But on the whole,the construction of the new agricultural socialization service system is still in the primary stage.Facing the long-term goal of basically realizing the agricultural and rural modernization in 2035,we must speed up the construction of the new agricultural socialization service system.On the basis of collecting,comparing and analyzing the literature related to agricultural socialization service at home and abroad,this thesis comprehensively uses the basic theories of institutional change,new public service and collaborative governance to study the new type of agricultural socialization service in Zaozhuang City by using the methods of literature analysis,questionnaire survey,on-the-spot interview and case analysis.This thesis specifically expounds the related concepts,development process and important role of agricultural socialization service,and makes an in-depth investigation on the current situation,typical model and achievements of the new agricultural socialization service in Zaozhuang city.The problems existing in the current new agricultural socialized service system are summarized.it includes the unbalanced development of service subjects,the low degree of coordination among service organizations,the ineffective match between supply and demand,the lack of close connection of interests,the lagging development of agricultural financial market,the lack of strong talents and scientific and technological support,and so on.The reasons behind the problems are discussed,including imperfect relevant laws and regulations,insufficient policy support,weak industry standard management,lack of management and incentive mechanism,lack of awareness of farmers,and so on.Based on the analysis of the above problems and reasons,from the perspective of institutional change theory,new public service theory and collaborative governance theory,this thesis tries to put forward the development idea of the new agricultural socialized service system in Zaozhuang in the new period.that is,adhere to the market-oriented orientation,take the government as the guide,give full play to the leading role of village-level economic organizations,and persist in serving small farmers.The internal driving path,external driving path and dynamic optimization path of perfecting the new agricultural socialized service system are designed.finally,on the basis of combing and summarizing the current relevant agricultural and rural policies,this thesis puts forward some countermeasures and suggestions for the construction of a new agricultural socialized service system,including building a new mechanism for development,cultivating and strengthening new subjects,improving regulatory incentives,optimizing the security environment,strengthening talents and financial support,and so on.The purpose of this thesis is to provide useful reference and guidance for Zaozhuang City to improve the construction level of new agricultural socialization service system through special investigation.
