The new agricultural social system is the product when the commercialization of agricultural production is developed to a certain stage, which is the collection of organizations and systems providing socialized services for the agricultural production and a socialized agricultural economic organization form of using various forces of the society to make the small-scale agricultural production units adapt to the requirements of market economy system, overcome the disadvantages of small scale, and obtain the scaled production benefit. With the continuous deepening of economic and social reform of agriculture and rural areas, developing the new agricultural socialized service system and enhancing the development vitality of issues of agriculture, farmer and rural area have become an objective requirement of agricultural development currently, an important method to solve the issues of agriculture, farmer and rural area and a link and bridge for the farmers to enter the socialized market.In this paper, in combination with the actual condition of Shandong, literature research, case analysis and questionnaires etc. are employed to explain the concept and meaning of the new agricultural socialized service system, a detailed explanation is conducted to the development and evolution process and characteristics of agricultural socialized service system in Shandong and a comparative analysis is conducted to the development difference and concentrated typical development model in different areas. On this basis, the focus is placed on the problems existing in the development of current new agricultural socialized service system and their reasons, and improvement measures are proposed in a targeted manner, so as to provide some beneficial references and guidance for the promotion of construction of new agricultural socialized service system in Shandong through the special research.While explaining the development progress and characteristics, from the perspective of subject of agricultural socialized service and according to the order "sprouting-growth-maturity", the author analyzes the evolution process of socialized service provided by the professional farmer cooperative organization, household farm, agricultural industrialized operation subject and agricultural operation service organization, and concludes the "three major" characteristics of new agricultural socialized service system in Shandong, namely "multi-level" development pattern of service subject, "diversified" development pattern of service contents and "blended" development pattern of service model. On this basis, in combination with the on-the-spot survey, the author analyzes the difference of new agricultural socialized service model in different areas of Shandong, proposed the concept of "transformation and upgrading in the east, making progress while maintaining stability in the central area and consolidating foundation in the east", and analyzes the three typical models, "land trusteeship by the supply and marketing cooperative, agricultural industrialized enterprises +farmer households, and professional farmer cooperation organizations+farmer households", interprets the advantages and disadvantages of each model, as well as the conditions and notes to use this model.While affirming the achievements made in the new agricultural socialized service system in Shandong, according to the literature and on-the-spot survey, the author proposes seven key problems existing in the new agricultural socialized service system in Shandong and analyzes the reasons carefully. First, the subject of agricultural socialized service is not positioned so accurately, the service contents are not aimed at the most essential, difficult and urgent problems to be broken through in the modern agricultural development; second, the intensive, professional and organizational level of agricultural socialized service is too low, it is difficult for the service subject to provide high-quality socialized service; third, there is a low-degree cooperation between subjects of agricultural socialized service, it is difficult to form a strong bonding strength to support the modern agricultural development among different subjects; fourth, the agricultural socialized service is lack of strong technology and talent support, and it is unable to provide sustainable intellectual support for the agricultural reform and development; fifth, there is an absence of agricultural socialized service system and mechanism, the management and operation are not so regulated, with more external restriction mechanisms; fifth, the county and rural financial market is significantly backward in development, and the agricultural socialized service has not strong innovation ability; and seventh, the reform and innovation of government support policy are slow, and cannot well adapt to the marketing, professional and modernized development of agricultural production.Aimed at the problems discovered in the research, the author proposes seven countermeasures for "constructing a diversified new agricultural socialized service system adapting to the modern agricultural development, with social achievements shared by the society based on the requirements of diversified subjects, professional service and marketing operation":first, transform the development thought, realize the coordinative development between agricultural productivity and productive relation; second, deepen the public-welfare agricultural service system reform, clarify the boundary between public-welfare service and operative service, introduce competition mechanism appropriately and enhance the development vitality and service ability of agricultural socialized service subject, and cultivate a group of new agricultural development subjects with new service contents, active management mechanism, high innovation awareness and strong competitiveness; fourth, accelerate the reform of rural property system, establish a rural property system with clear ownership, definite rights and responsibilities, strict protection and smooth circulation and develop rural property transaction market, so as to create a good condition to promote the construction of socialized service system; fifth, innovate the government-bank cooperation mechanism, widely introduce loan guarantee, financing credit, industrial fund and other marketing operation models and drive finance and other social capitals to support the construction of new agricultural socialized service system; sixth, strengthen the scientific and technological support, strengthen agricultural scientific and technological innovation and talent construction, improve the service and organization ability of basic-level agricultural technology promotion, so as to add "wings" for the development of agricultural socialized service system; and seventh, improve the assess the publicity supervision mechanism, make clear the due responsibilities and obligations of relevant departments, fully mobilize the incentive and participation of all circles of the society, so as to create an equal and ordered environment for the development of new agricultural socialized service system.
