On The Research Of The Equalization Of Basic Public Service In Guizhou Minority Areas From The Public Financial Perspective

Equalization of basic public services is one of the most important task to public finance. The government use financial policies to narrow the gap between regionals, urban and rural areas, the basic public services of social groups, which reflects the concept of public interest oriented development. However, there are still many problems in the equalization of basic public services Guizhou in ethnic areas, such as unequal financial investment and the low output level. This paper intends to analyze the status of the basic public services in Guizhou ethnic areas, and put forward policies and recommendations on how to promote the equalization of basic public services.The paper takes Guizhou Province as the research object in ethnic minority areas. It moves round the main content of the construction of public finance closely. And it researches the equal basic public services using Theil index analysis 14 indicator from Guizhou minority areas. The equal basic public services is lower in Guizhou, especially infrastructure house, environment protection, culture, sports, etc. In this paper, the level of equal basic public services in Guizhou minority areas and other ethnic areas in Guizhou province still exsists certain gaps when compared with the estern region and other areas in China, through the analysis of the 16 indicators.The level of equal basic public services is far from the average of the eastern region. It analyses the main problems of empirical analysis, standing in the perspedine of public finance. And combining the reality of Guizhou ethnic areas. It comes up with the poblicy suggestions about the level of equal basic public services in national regions in Guizhou, according to increasing the total spending, completing the transfer payment, consummating the financial system and other point of views.
