The Reflection To Privatization Reform In Urban Public Transport

Since 1980s, the new public administration has becoming the main model in public administration theory and practice in present age. As mainstream of new public administration, the public and private partnership has becoming main management method and pattern which various global governments used in process of providing services. Many countries regard public and private partnership as goal and direction in the government administration's practice. In the 1990s, in the influence of western countries'public utilities reform, China has involved this system reform, many domains such as water supplies, fuel gas,public transportation and garbage disposal has began to attempt to reform.As the important Infrastructure of city,the public transport which maintain the function of city normally and improve the people's quality of life has also refomed in each city.In order to solve the funding and demand problem, the city of Dezhou has started privatization reform in public transport industry in 1998.But it also raised series of social problem when it alleviated the financial burden and meet the public demand because of the absence of government functions and defects in the management system in bus company. This paper intends to discuss the necessity and feasibility of constructing harmonious public transportation mechanism in new situation through the example of Dezhou. This reform has reminded us that what leads to the problem is not marketing mechanism itself. The key lies in that if government and enterprise perform their respective duties appropriately.Only transform the government functions correctly and combine market competition with government control can we maximize the benefit of the society.The article divides into five parts. The first part introducts the reason and significance of topic why it is selected. It also reviewed present research in suppling public services in westen countrys and our country.Then it also introducts the research technique,object and main content.The second part introducts general theory and practice in public transportation's privatization reform which Started in 1980's.The third part introducts the privatization reform process in public transportation in Dezhou which including the reason, the result and a series of problem.The fourth part put forward the suggestion which pointed to the problem of privatization reform in public transportation in Dezhou from the aspect of transforming government function, enlarging the government finance, unificating supervision authority, Establishing supervision and management system and so on. The fifth part is also the summary, it points that what leads to the problem is not marketing mechanism itself. The key lies in that if government and enterprise perform their respective duties appropriately.Only transform the government functions correctly and combine market competition with government control can we maximize the benefit of the society.
