With the development of people's living level, the demand in public transportation is rising, which leads to many relevant problems. The improvement of public transportation is the main method to solve these problems, so the development of it is paid much attention by our government who launches a strategy which gives high priority to it.There are many issues that relate to the urban public transportation. However, the current subsidy policy for public transportation, which is a crucial element, is poor. Firstly, the policy which qualifies targets for receiving the subsidy is unclear. Secondly, the subsidy qualification system is incomplete. As a result, the subsidy for urban public transportation causes huge pressure on government finance. Hence the distribution of government fund is influenced negatively; what's more, the public transportation can not develop stably.Based on previous researches, we try to find out a new method to analyze these issues. According to the motives of the government, public transposition organizations and customers, the problems generated by the policy are analyzed. As pointed out by the motivation theory, an act of one body is decided by internal causes and external causes. We can find that the internal causes of the problems of this policy are unfair demands of the bodies, on the other hand, the external cause are interests of the bodies.In order to further analyze the relationship between motives of bodies and issues related to the policy, a coordinate frame of intensity of motive demand is set. Combined with the game theory, a game-theory model of interests of bodies under different subsidy systems is built. Through the comparison among different results generated by this model, it is found that the current issues of public transportation subsidy can be solved by bidding authorized mechanisms. Finally, the theory of fuzzy modal is built, based on the bidding authorized mechanisms.
