| Along with the acceleration of the integration of urban and rural areas and the promotion of the construction of new socialist countryside, communication between rural and urban areas is becoming more and more frequent. The demand for urban and rural public transport services is getting higher and higher, but the reality of public transport services as a result of the problem of supply mechanism still can not meet the growing demands of people. So, to seek the best supply mechanism of urban and rural public transport services has become an urgent task.Through selection urban and rural public transportation service of a county in Shandong Province as the object of this paper, using qualitative research methods, access to the site of original private owners, the original private occupants, the existing management staff,drivers,conductor,mass who are in-depth interviews. This paper analysised the advantages and disadvantages of private contract system in the privatization stage and the monopoly supply of government.Based on this, the author thinks that public and private cooperation mechanism is the best path for urban and rural public transportation service, and puts forward the feasible countermeasure and suggestion of public-private cooperation mechanism.The content of this paper is divided into five parts:The first part is introduction. The main contents of this part are to straighten out the research background, the research significance, and relevant concepts of this paper. This part aims to sum up research status of the world on public-private cooperation mechanism of urban and rural public transportation service, In addition, the part briefly describes the study case and explains the main research methods of this paper.The second part is basic concepts and related theoretical tools.The third part is causes of the implementation, effects, problems and causes of the problems private contract system in the privatization stage. This part mainly introduces the causes of implement, the effect of private contracting, as well as the problems of the L county urban and rural public transport services.The author discussed the causes of the problems by the deep analysis of the reasons.The fourth part is reform process, cost analysis, effect, problem and reason of urban and rural public transport service in monopoly supply stage. This part mainly introduces after the private contracting system produced a series of problems, the implementation reform process, cost analysis, effect, problem and reason of the monopoly supply.The fifth part is the optimization direction and countermeasure suggestion of urban and rural public transport service. This part mainly introduces optimization direction-public private partnership mechanism and explain the meaning public-private cooperation mechanism. The feasibility and necessity of public private partnership mechanism are analyzed. Optimization suggestions and countermeasures of public private partnership mechanism are put forward.The sixth part is conclusion.
