Since the 1990s, China has intensified the public utilities reformation, and it's process of marketing became faster. The urban public transportation as the typical standerd of public utilities, has gradually liberalized the market, introduced the private capital and foreign capital from that moment, trying to improve the inefficiencies caused by government monopoly. At the early stages of reformation, we indeed achieved some success, but with the deepen of reformation, some deep-seated problems during the process of privatization of public transportation has increasingly exposed. Some long-term conflicts that accumulated during the privatization of public transportation between private enterprises and local governments led to difficulties in most of the cities. how to develop the privatization of public transportation becomes a focus of the theorists. the reason why this paper select the question of privatization of urban public transport industry is to explore the effective measures to develop the P\privatization of public transportation in the future on the basics of empirical studies, try to promote the smooth progress of privatization, and do some contributions for the healthy development of bus industry in our country.The research methods used in this paper contains literature, empirical studies and normative research. The whole paper includes five chapters. The first chapter is introduction, introduceing the topics of the background, purpose and significance of the study and research methods.,besides, the related domestic and foreign research results have been briefly combed. Chapter 2 defined the comcept of the city utilities, privatization, urban public transport on the basics of the definitions made by domestic and foreign scholars, and the privatization of urban public transport theories were summarized and analyzed; The third chapter gives a brief review of the background and process of the privatization of our public transportation, on this basis, concluding some typical forms of the current privatization process of public transportation, finally, using the privatization process in Shiyan and Shenzhen as a typical instance for analysis. Chapter 4 pointed out that the privatization is the irreversible trend of public utility reform, privatization of public transport is also true. However, there are also many problems in the process of privatization of public transportation in our country., including the internal contradictions between public and profitable, the imperfection of laws and regulations, the misunderstandings of Government and public, lack of effective competition and supervision etc. Chapter 5 gives a number of targeted recommendations for the present problems on the basic of experience gained in the process of integrated utility privatization, including the elimination of misunderstandings, complete the the environment of privatization, speed up the construction of laws and regulations, foster the effective competition market, deepen the regulatory reform measures etc.
