Research On Financial Subsidy Supervision Mechanism Of Urban Public Transportation Based On Large Data

Urban public transportation as an important infrastructure of the city,is the basis for the survival and development of the city.In order to solve the problem of increasing urban congestion,the priority of public transportation has become the consensus of all levels of government.As the public transportation industry's quasi-public goods characteristics make the domestic public transportation enterprises a serious loss,the government's economic subsidies to urban public transportation is to ensure the sustainable development of urban public transportation an important guarantee.On the basis of a lot of literature research and data reading on predecessors' research,this paper finds that there still exists some problem in urban public transportation subsidy supervision,such like unreasonable subsidy mechanism,disjoint subsidy supervision and subsidy management,information asymmetry of subsidy supervision process,lack of scientific and reasonable supervision and analysis tools and effect assessment standards,etc.In view of the above problems,this paper analyzes and summarizes the practical experience of the current urban public transportation financial subsidy supervision,and builds a more scientific and reasonable subsidy supervision mechanism of urban public transportation finance based on large data analysis technology.Based on the large data analysis technology with the advantages of open data,high-speed connection and intelligent management,analyzing and processing the financial capital subsidy-related data with data integration,data warehouse and other technologies,so as to achieve the improvement for pre,during and ex post supervision mechanism and provide a feasible way to improve the efficiency of financial subsidy and the urban public transportation service.In order to further verify the scientific and rationality of the supervisory mechanism proposed in this paper.It analyzes the financial subsidy of urban public transportation of Chongqing from October 2013 to September 2014 by using large data analysis technology such as data integration and data warehouse,which is based on the rules and regulations of urban public transportation finance subsidy in Chongqing.This paper makes an empirical test on the subsidy and supervision mechanism of urban public transportation finance based on large data analysis,which is based on the compliance analysis of the financial subsidy fund settlement and the main body compliance analysis of the bus free card.The research finds that:(1)The establishment of financial subsidy supervision mechanism of urban public transportation based on large data analysis technology can effectively integrate,show and utilize the financial subsidy data and information;(2)The urban public transportation financial subsidy supervision mechanism based on large data analysis technology;(3)Based on the large data analysis technology,the establishment of the subsidy and supervision mechanism of urban public transportation finance funds can use the information integration technology such as data integration,multidimensional data analysis and so on,so as to dig out the potential information to make up for the traditional financial funds subsidy supervision mechanism of the existing deficiencies.(4)The construction of the subsidy and supervision mechanism of the urban public transportation finance funds based on the large data analysis technology can effectively break information asymmetry between the government and the public transport enterprises,so as to monitor the subsidy funds using with reasonable and legally ways,and to promote the healthy and sustainable development of public transportation.
