Study On The Innovation System Of High-tech Enterprise Cluster Based On CAS

In knowledge and economy era, high and new technology enterprise becomes an important factor to influence the development of countries'economy as well as science and technology. As cluster developing mode is in favor of gathering enterprise's advantageous innovating resource and saving enterprise's exchanging cost and other advantages, country governments in succession take high and new technology enterprise cluster as strategic approach to enhance their innovating competence. To accelerate the development of high and new technology enterprise cluster should strengthen technology innovation and improve cluster's innovating competence. High and new technology enterprise cluster innovation has complexity characteristics, not only can be influenced by enterprises and organizations'innovating competence in cluster, but also be pertinent with the relation among enterprises and organizations in cluster as well as regional innovating environment which the cluster lies in. Therefore, it has important theory and practical meaning to better realizing high and new technology enterprise cluster's innovating function based on the analysis on cluster's innovating mechanism from the view point of complex system and design tactics to improve cluster's innovating competence.Based on the systematic analysis and comprehensive comments on foreign and domestic theories which are related to complex adaptive system, and enterprise cluster as well as high and new technology enterprise cluster's innovation, this paper analyzes the structure of high and new technology enterprise cluster innovation system, and researches and discusses the complexity characteristics of innovation system as well as innovation function's emergence in depth. According to the analysis of high and new technology enterprise cluster innovation's complex environment and dynamical factor, this paper in further studies on cluster's innovating mechanism from the aspects of path dependant and lock as well as decompose structure and path innovating, and so on. Meanwhile, it puts forward the principle of innovation system innovating effect evaluation index system, according to which an innovating effect evaluation index system for innovation system is constructed, and then makes comprehensive evaluation on northeast high and new technology development zone's innovating effect using the method of DEA. Finally, it designs tactics system to enhance innovation system's innovating function from the aspects of perfecting mechanism to guide subject innovate freedom degree, and optimizing innovating network to reduce random risk, and making sub-contracted work and technology cooperation to optimize industry chain as well as confronting with global value chain to strengthen innovating network adaptability, etc. the research of this paper can offer theory foundation and method as well as tactic support to enhance high and new technology enterprise cluster innovation system's innovating function and accelerate the development of the cluster.
