Research On Technology Innovation System Of High-Tech Areas Based On Industrial Cluster Theory

As an important carrier of regional economy development, industrial clusters are effective approaches to increase the competition ability of regional economy. Nowadays, China's most high-tech industrial clusters in high-tech areas are these based on low cost. Developing from a single enterprise innovation to clustering-innovation is the necessary way to evolve from industrial clusters based on low cost to innovative cluster. Therefore, to construct a technology innovation system in high-tech areas in the perspective of clusters has significant meaning to the development of high-tech industrial clusters.This paper uses cost-benefit analysis as a basic framework to probe the theoretical foundation that governments will play the roles and adopt the countermeasures in constructing technology innovation system. Firstly, the paper summarizes the relative theories of technology innovation system based on cluster in high-tech areas. By reviewing the researches both in China and other countries, the paper points out that the evolving trend of high-tech industrial clusters is innovative clusters and clustering-innovation is an effective way to realize the aim of innovation. Based on cluster innovation systems, the paper analyzes the composing elements and structure of technology innovation system in high-tech areas. Secondly, on the basis of defining the concepts of cluster benefit and cluster cost, the paper uses equilibrium analysis method of cost-benefit to analyze the inherent connections between technology innovation and cluster development, Then, the paper discusses the application of cluster cost- cluster benefit analysis theory from the aspects of economic analysis of two typical cluster policies selection, the types of underdeveloped clusters and basic strategies analysis of their leap-forward development. And taking Hefei New and High Technology Industrial Development Zone as an example, the paper discusses countermeasures to construct technology innovation system that supports clustering innovation from the angle of cluster.At last, the author concludes the main viewpoints of the paper, indicates the existing problems and forecasts the research direction in the future.
