The Study On The Evolutionary Mechanism Of Industrial Cluster Based On Complex Adaptive System Perspective

During the period 70 to 80 years of the 20th century, the extraordinary economic performance of the third Italy traditional industry clusters and information industrial clusters in Silicon Valley's has aroused widespread concern, and also rise up the highlight of the study on industrial cluster in academia. Because of its positive effects on regional economic development, industrial clusters attracted the attention of governments at all levels, particularly in developing countries and some regions, they are all actively planning, guiding and nurturing local industrial clusters.In academia, the initial study of economic effects of industrial clusters arose from the static analysis. With the depth of research, scholars have gradually found that studying industry clusters in dynamic way is more persuasive. Local governments at all levels are looking to developing local industrial clusters to promote regional economic growth, But the real sense of the government's promotion of industrial clusters alone is not enough, in some areas simply space gathering. At the same time industrial clusters also experienced the rise and fall and transformation, some can continue to exist, while others develop over a period of time, perished on the decline. These facts show that the cluster has its own law of development and evolution mechanisms, the evolution of industrial clusters of the mechanism will help the Government understand the development and evolution of industrial clusters in the role. View of this, from the perspective of complex adaptive systems, this article use the cluster as a complex adaptive system, micro-enterprise self-organizing behavior and emerging mechanism of the cluster system as a research starting point, with the overall analysis and dynamic analysis to explore the industrial cluster evolutionary mechanism.Firstly, the literature of theory of industrial clusters in China and abroad have been classified and combed, and gives a systematic analysis and review. There are a lot of literature using of complexity theory in industrial clusters, but the complexity of the present study are two theories of science and the integration of industrial clusters is not enough, most of evolutionary mechanisms were studied using two theories of growth and development of industrial clusters. This paper tries to research the evolution of industrial clusters mechanism in a unified framework of complex adaptive system. Then, the paper discusses the meaning of industrial clusters, and redefine industry cluster from the perspective of complex adaptive systems. Subsequently introduced the framework of complex adaptive systems theory, elaborated on the core ideas of the theory of complex adaptive systems–"adaptability makes complexity"and the characteristics of complex adaptive systems, and based on complex adaptive system of seven points to demonstrate the industry cluster is a complex adaptive system. Then, this paper applies self-organization mechanisms and the emerging mechanisms of the theory of complex adaptive systems to analyze the evolution mechanisms of industrial clusters, including three parts: the initial conditions of cluster formation, the self-organizational behavior of main subject in cluster and mutual learning, mutual influence among the main subject. It is in the evolution of industrial clusters and emerging mechanisms of self-organization mechanism of the joint efforts to continuously adapt to the external environment process. Lastly, analysising the United States information industrial clusters in Silicon Valley and the hardware industry in Xiaolan town of China as the case study. Case analysis shows that the evolution of government in industrial clusters play an important role, but not decisive role and not the role of the central control unit, the role of government more like a catalyst. As a complex adaptive system, industrial cluster has the basic characteristics of the ecosystem, as an industry cluster in the evolutionary process and guide the participants, the Government should work to improve the external environment, and guide the direction of evolution of industrial clusters to order. Based on these insights, this paper as the Government put forward the corresponding countermeasures.
