Industrial cluster-based accumulated economic circle has been constituted to be a vector of the nation's participating in international competition, which dominates the world's economic map. The complexity and dynamic nature of industrial clusters makes the model of cluster innovation change to the network and form a cluster innovation network. From the corner of complex theory, the article takes cluster innovation network as a complex adaptive system, utilizes theory of complex adaptive system (CAS theory) to study the mechanism of cluster innovation network's formation and evolution, tries to reveal the key factors of cluster innovation network's formation, the agents' interacting rules as well as the common evolution of the agents in the network and the network structure.Firstly, basing on summary of the related studies on the cluster innovation network research, from the corner of CAS theory, we analyse cluster innovation network's CAS properties and the coupling properties between the cluster innovation network and complex adaptive systems, present a CAS framework of the cluster innovation network.Secondly, by analysing of factors of cluster innovation network, we use model of imitation to the successful agents in the evolutionary game theory to strategy selection of co-innovation by the enterprises in the cluster, pointing out that a relative comparative advantage among the cluster innovation agents is the main power in the clusters' networked process. besides, the formation of cluster innovation network is the result of network effect and the different agents of absorption and making use of the network effects originated by co-operation.Thirdly, with constructing a stimulus-response model, we present the cluster innovation network formation process, provide a related detailed description of the process of cluster innovation agents acting on the innovation environment and the agents' own adaptive rules. We make a more clear understanding of cluster innovation network's complex adaptive process, which has a certain significance to construction of cluster innovation network in the reality.Fourthly, basing on the network coordination game, we analyse the co-evolution of the dynamic role of the individuals in the network and network structure, point out that the role of innovation agents' strategy choice in the stability of network structure, that is, the agents' location in the network, will also affect their the efficiency and profitability of establishing connection, loose network structure has a more flexibility to the body's "betrayal" behavior. Network benefits are affected not only by individual behavior, but also by the network structure.Finally, the article analyses the instability performance of the cluster innovation network as well as its influencing factors, then afford some policy recommendations.
