Innovation Study On Rural Land Use System Of China

Land is humankind's most precious natural resources, which is the basis for the survival and development of the material. Reform and opening up over the past 30 years, China set up a household contract management as the basis of rural land use system. This system shaken and collapsed the people's commune system. It ended the "all three, team-based" ownership structure in rural areas, and greatly emancipated and developed the rural productive forces, in a very short period of time to resolve the hundreds of millions of people food and clothing problem of human history, the eradication of poverty a major miracle. But with the whole economic and social development of China, rural land-use system has also revealed some problems that should not be overlooked. How to reform and innovate the current system of rural land-use to adapt to the current development of the productive forces, in order to enhance the level of development of modern agriculture, is agricultural resources management and use of one of the important topics.First, the paper recalled the evolution of China's rural land-use system, especially since the reform and opening up household contract management system formation process, and studied the reasons for the formation of the system. On the basis of collecting amounts of materials, the paper analyzed the existing rural land use system. It founded out that the family contract operating system does not give farmers integrity of the land ownership is the system design flaws. Second, based on the analysis of many of innovation and improve the system of rural land use of land privatization in the current economic circles, the paper presentted several problems which had been taken into account. First problem, the design of the land-use system should be fully protected by the contract management right. the second problem , we should absorb the design concepts of rural land use system in the past of our country, and the third problem is the correct understanding of the current process of industrialization in the issue of landless farmers. At the same time, it referenced and explorated this area in Fujian Province in practice, which is mainly three-building mode , "the silver package, "of Xiamen City, "Modern Agriculture Park" of Fuqing City and "leading enterprises-inspired" Quanzhou.Finally, the paper from the management point ,put forward the policyies about reform and innovation of rural land-use system:improvement of rural land property rights, improving and perfecting the rural land transfer mechanism, reforming and improving the rural land requisition system, and accelerating the process of urbanization in rural areas ect.
