Rural Land Contracting Policy Innovation And The Protection Of The Rights And Interests Of Farmers

Land is means of production of great importance for farmers. Land management right is the basic right of property which is the essential benefit for farmers. Farmers are satisfied with the good situation of land contract . There are some problems about carrying out the polices of land contract, because of the history and the differences between different areas. Effectively address these issues directly related to not only the legitimate rights and interests of farmers whether can get real protection, but also the social stability in rural areas and rural economic sustainability, healthy and rapid development.Land contract policy innovation is the core of the protection of the legitimate rights and interests of farmers. This article aims to the land contract policy issues which studies land contract policy innovation from the perspective of public policy and how to resolve the issue of protecting the rights and interests of farmers.The paper looks through the historical development about Land contract, analyzing the problems with Land contract, then makes a conclusion of key points about innovation in land contract disused in the third Plenum (Plenary Session) of the 17th Communist Party of China Central Committee, studying the respondents about resisting problem, finally, facing the innovation in land contract, advances the long - termed systems which can protect farmers' profits.
