Study On Rural Land System Innovation In Ningbo

At present, China’s rural land system has been unable to adapt to the needs of economic development and farmers’rights protection. The rural land system relates to the vital interests of the farmers, and relates to stability of our country. Therefore, how to innovation rural land system and taking into account the interests of the country, collective and farmers are important for land resources allocation and social sustainable development. Ningbo City is located in the economically developed Yangtze River Delta region. It has a higher level of economic development and has conditions for reform. Ningbo’s rural land system reform is becoming increasingly urgent.This paper analysis the status of Ningbo’s rural land system reform, summed up the experience in other regions, proposed the principle, path, direction and the corresponding policies and measures of rural land system reform. The main research contents include the following:first, practice of rural land system reforming in Ningbo. The paper analyzes the basic condition of land reform, including the social and economic development of comprehensive strength increasing for the reform practice; farmers employment and the non-agriculture level of income constitute constantly improve for establish the industrial base of reform practice; over the years, practice of rural land renovation and right to the contracted management of rural circulation laid down work foundation for reform practice. Secondly, summarizes the working procedure, policies and measures of the right to the contracted management stock replacement, exchange rent and guarantee of Ningbo. Based on this, the paper summing up the experiences of rural land system reform in Ningbo.Second, farmers’behavioral in Ningbo’s rural land system reform. This paper analysis farmers awareness, willingness and behavior in Ningbo’s rural land system reform through the questionnaire design, field research and data statistics. It is found that with socio-economic development and rural industrial structure adjustment, rural laborers has transferred which offers the possibility for Ningbo’s rural land system reform. However, because of rural social security system is not perfect, farmers are still doubts about reform. There are differences of views and attitudes between different regions, age and qualifications. Defects in rural land property rights and related laws and regulations have an impact on the effectiveness of reform. Third, rural land system reform and its implications in abroad. This paper selected the United States, France and China’s Taiwan region as the main reference samples and analysis reform measures from the rights of agricultural land, agricultural land protection and the right to transfer of agricultural land, agricultural land quality and agricultural land ecological construction. Fourth, Ningbo’s rural land system innovation. Based on the above analysis, this paper clear principles, direction and path for reform. At last, this paper put forward some relevant supporting measures.
