The 21st century is broadly considered to be the age of cultural management and culture competency. More and more organizations regard culture as a critical issue for their survival and continuous development. Culture building becomes an important job for HR department. With the change of business environment, innovational culture as a new culture is becoming more and more important. Especially, our country is advocating building up an innovational country; many companies have been involved in managing innovational culture. However there is not any empirically conclusion, which is about the effect between innovational culture and enterprise performance based on domestic data. And it is even harder to find these studies with Chinese setting. As a result, due to the lack of theoretical indications, it is extremely difficult for organizations to build an innovational culture, or enhance their performance by implementing culture.Therefore, on the basis of existing literatures, this study tries to build a model of how innovational culture would affect enterprise performance. The purpose of building this model is to discover the influential mechanism of innovational culture on enterprise performance. Base on integrating and analyzing the previous research about innovational culture, this research selected the organizational learning and organizational innovation as a mediating variable of innovational culture and enterprise performance. After analyzing the relationship among the variables, we proposed the hypothesis and built the hypothetic model. Then gathering data from 36 companies, we adopted AMO7.0 to build SEM and test the hypothetic model, finally modify the model. The conclusions of this study include: through the system-oriented, open minded, technology innovation; the innovational culture would influence enterprise performance. According to the conclusion of empirical research, some pieces of advice for a company building innovational culture were proposed.
