Heat company of xianyang is the first regional heating company of xianyang, it's main responsibility is building, development, operation and management eastern region of Xianyang City, 22 square kilometers, central heating. In recently years, As dramatic changes in the external environment and internal operating management reasons, heat company of xianyang originally formed strategic alliances has unstable factors, Affecting the further development of the enterprise, also Bring a lot of problems to it's internal operations .In order to solve these problems, The author assessmented Internal and external environmental factors of heat company of xianyang, Seize the "cattle nose" of heat source shortage, do a theoretical study and practical exploration through reConformation strategic alliances ways to resolve the issue of necessity, practicality, stability. As the new strategic alliance has been constructed, the Companies will been required to do the reforms and innovations of the existing operators , to adapt to Strategic alliance reconstruction and development situation ,so,the author proposed innovation initiatives in five areas: diversification means heating, heat network monitoring information, heating charges metering, energy saving operation market, operation management intensive etc. implementation of its programme and made the necessary exposition,finally, Recommende implementation and guaranteeing of the strategic alliance reconstrution and management innovation accordingly.Based on the analysis of the application of the theory, Introduced SWOT, Five forces, value chain analysis model, According to the logic ideas of asking questions, analyzing and resolving problems, Gradually build Research on strategic alliances reconstruction and implementation of management Innovation step by step, obtained through strategic alliances reconstrution is insufficient Programme to resolve the core issue of the company. At the same time, in order to meet the needs of Strategic alliances reconstrution, the company has to innovate accordingly In the mode of operation and management, To improve the operation and management Level of enterprises and the core competitiveness. In this paper, the results of the study has some reference value to the other three heat company of xianyang.
