Technology innovation has become the key for industries and businesses from country to country to win. Driven by the government, the Ministry of science and other six departments issued a series of guidance documents in 2008, Industry Technology Innovation Strategic Alliance (CITISA) which is comfort to the national development has got rapid development, more and more enterprises, universities and other organizations joined to the construction of CITISA, more and more scholars pay attention to the research on CITISA.The researches on CITISA are mainly in aspects of concept, motivation, advantages and performance evaluation by using the qualitative descriptive methods (empirical research, theory analysis and case studies). But the research on members of CITISA how to cooperative innovation is less and cannot explain the complexity and the macro emergence which are caused by the interaction of alliance members. CITISA has the realistic problems that missing data or real data is difficult to collect. The simulation method can make up for the defects and deficiencies.This paper has applied the multi-agent modeling method to study CITISA cooperative innovation. The practical works are as follows:Firstly, according to the realistic background that the number of alliance members is larger and selected some members for cooperative innovation under the stimulation of the innovation tasks has become the main cooperation mode of the alliance. We analysis the structure and characteristics, and establish the concept modeling of task-driven CITISA. According to theory of resources we can know that enterprise can be regarded as a resource collection, we can also treat the alliance as s set of resource, the total alliance innovation sources can represent the alliance technology innovation ability;Next, analyze the key resource of the alliance members and innovation task, constructing the index system of the alliance innovation resources, building a quantitative modeling of alliance innovation resources, using AHP to determine the weight calculation and calculating the innovation resources value of CITISA;Finally, apply the multi-agent modeling method to study CITISA cooperative innovation, and construct simulation modeling of task-driven CITISA cooperative innovation based on innovation resources optimal matching. Integrated Anylogic and Lindo optimization solver visualized the modeling. The simulation results show that the more innovation task needs, the greater the total alliance innovation resources; the more absorptive capacity of members’ intangible resources, the less number of alliance members to participate in the innovation tasks, the greater the total alliance innovation resources; with innovation funds as the main goal is easy to cause the waste of resources, pay attention to innovative knowledge is more conducive to the development of alliance.
