Currently, Chinese Telecom market is like this: China mobile telecom is largest, China unicorn can't compete with China mobile telecom. The market of voice service of China Telecom and China Netcom can't be increased. China Telecom is the market leader of the voice service. XY telecom company is a branch of China Telecom, the market of the voice service is losed more and more, the market share decreases for a long time, revenue can't be increases, sometimes even decreases. The company has much pressure about market share and revenue. In order to improve the market and revenue, reduce loss of market and revenue, XY telecom company must improve work efficiency, ensure work quality. The company wants to achieve the target, it must analyzes the original performance appraisal system, and then improve it.This thesis focuses on two fields: how to analyze original performance appraisal system of XY telecom company; and how to improve efficiency of XY telecom company? We must have new methods. The target is to create a new performance appraisal system, this system will be high efficiency, improve competitive strength of XY telecom company. This system can be fair and can improve employees work state. So we must create new performance appraisal system.This thesis has five chapters. The first chapter introduces the background of this article and purpose. The second chapter introduces the state of performance appraisal about XY telecom company. The third chapter introduce HuaWei Company and China mobile telecom performance appraisal system, analyze the differents of them, point to which keys can be used by XY telecom company. The fourth chapter is key of this thesis; Base on the analysis, the thesis points out the problems of performance appraisal about XY telecom company and povide a serial solutions to improve the efficiency of performance appraisal. The fifth chapter is end of article, focuse in the new feature of XY telecom company.
