China is entering a new era of knowledge economy gradually with rapid spread and further development of network, information, science and technology, also the market competition becomes more intense and deepening. The talent becomes more and more important for an enterprise in this tense atmosphere, how can the company achieves effective core talent management and incentive, which has become an important factor in the success of enterprise development. However, level of performance appraisal is very low in various industries and enterprises in China, and many companies is still stuck in the basic level of day-to-day job performance evaluation on the understanding of the performance appraisal, also they are unclear or be implemented in the actual operation of the appraisal system, which can not implement high-quality work performance appraisal starting the essence of performance management, so it is difficult to dig out a powerful force for promoting the sustained and healthy development of enterprises, of course, they will not be able to achieve real development. As a new era of knowledge economy enterprises, it should attach importance to the role of performance management, and establish suitable performance appraisal system based on the actual situation of the enterprise itself, so it will promote a steady development ultimately.As OMH Company as the research object, the paper begins to study performance appraisal of its core staff based on the research of human resource management, performance appraisal, using literature analysis, survey analysis, systems theory and methodology research methods, combining theoretical research and empirical analysis. At first the study elaborates its background and discusses the purpose and significance, then reviews the domestic and international research, and proposes the main content of this study, as follows it also elaborates the important research methods and research ideas. Then performance, performance appraisal and other related concepts are defined, and the characteristics of the IT industry employees and performance appraisal problems are analyzed. The paper analyzes the status of employee performance appraisal of OMH Company based on its introduction, and pointes out the existing problems, which has laid a good foundation for developing scientific and rational core staff performance appraisal system the later. Then it discusses the objectives and principles of360-degree performance appraisal system design in OMH Company, also it clears assessment of the object and subject, so makes performance appraisal index system for department manager, team leader, technical R&D personnel, sales personnel, and use analytic hierarchy process determine each index weight, to design employee performance appraisal forms. Finally, the paper analyses the implementation process of360-degree performance appraisal system in OMH Company, and proposes implementation.
