Human resource management system could be divided into 9 separate modules according to the theory of modern human resource management, they are: organization chart design and management, people selection and recruitment, training, employees diathesis management, compensation and benefit management, performance management, contract management, career development and company culture construction. Within these 9 human resource management modules, performance management is the key and backbone. Other 8 modules have very close relationship with it as their operation evaluation and analysis can not leave it along. Without performance management module, the whole value chain is broken.At many enterprises, they implement performance management as performance assessment as the purpose of bonus distribution. Treat performance management policy as bonus distribution rule, this is a totally wrong concept which is seriously impacted the functional development of human resource management. If you want to fully utilize the effect, it is a must of re-positioning the performance management system - it should be separated from distribution system. Take holding a post as a basic, conduct evaluation through objective management. Then use compensation system, position rotation system, training education system and career development for employees' incentive, change single assessment to the combination of objectives setting, performance communication, performance improvement etc., continuously improve employees and company's performance.This paper mainly uses MW's current performance management system as a cut-in point, base on the basic theory of performance management, analyzed the problems/issues of MW performance management system, proposed new system.
