China's international influence has been enhanced constantly with the thorough development of opening-up.The proposal and active practice of One Belt And One Road has stimulated the vitality of EPC companies.Global investment,EPC and economic cooperation have flourished.Active infrastructure construction,energy-based projects and investment of correlation domain in Asia,Africa and Latin America,as well as a few developed countries in Europe and America bring opportunities and broad market space for most Chinese EPC companies.Faced with the new revolution and challenge of economic globalization,it is necessary and urgent to cultivate an international talent team skilled in business,technology,foreign languages and investment to gain competitive advantages.How to attract,retain,motivate talent sand establish a set of scientific and reasonable employee performance appraisal system are of great significance.This paper combs and discusses performance appraisal theory.A series of analysis about PCI discover that employees not paying attention to performance appraisal,performance appraisal indicators not decompose to the level of employees,performance appraisal indicators lacking detailed evaluation criteria,performance appraisal results only in the form of feedback,performance appraisal results only linked to the year-end bonus distribution.On the basis of sufficient investigation,this paper tries to design a set of employee performance appraisal improvement scheme that is highly scientific,fair,and easy to operate,applying the method of key performance indicators(KPI),360-degree performance appraisal theory of evaluation feedback tools.Meanwhile,this paper puts forward corresponding measures and supporting policies to solve problems in the application of PCI in the performance review.It tries to set up the concept that performance bonus is awarded for advanced,not everyone in order to promote human resources management and achieve company strategic objectives.Eventually,this paper aims to explore and find a set of practical performance appraisal method that can give the same type of state-owned enterprises a certain reference value to improve the core competitiveness of enterprises in the fierce competition.
