As the new times comes, the economical globalization, the modernization of public administration have proposed new challenge to the government ability. Especially the crucial period that the Chinese society makes the transition at present, the Chinese government is experiencing the difficult evolution course that transforms from the market participant to the market order vindicator, from microscopic economical management to macroscopic economical regulation, from the versatile government to the limited government, from control government to service government, from responsibility flaw government to responsible government. As the exact executor of the government's function, the civil servants play a very important role in planning, organizing, coordinating and controlling in the national administrative management. The training of civil servants is not only an important approach to strengthen the construction of their abilities, but a key factor in the enhancement of their competitiveness as well as in the construction of a mighty government.According to the modern concept of human resource development, strengthening and improving grass-roots tax department training and education and to stimulate grass-roots tax civil service learning enthusiasm, initiative and creativity, and change of human resources for human resources, to promote the cause of Chinese tax revenue is important to the development of practical significance.Based on the research results have been concluded on the basis of the introduction of the High Efficiency Training System (HETS) the concept of the integrated use of research literature, empirical research and case analysis and other research methods, put forward Chinese grass-roots tax training for civil servants in the main Problems, the causes of the existence of a detailed analysis, and try to build a new type of grass-roots tax civil service training system.This paper attempts to build grass-roots of our tax system is the Civil Service Training organizations and individuals to meet the training needs of service tax on primary sector development strategy set of education and training system. In the specific practice of operation, it can be broken down into specific strategic objectives, content methods, assessment monitoring system, the transformation system of four modules.First proposed in this paper and High Efficiency Training System (HETS) concepts and analysis of the "learning organization" and "experience learning circle" and other theories, secondly, through the more developed countries, tax education and training of civil servants, so as to further Improve the education and training of Chinese tax system to provide reference information; And analysis of Chinese grass-roots tax status of civil servants training, and the reasons for these problems were analyzed and finally, through the various systems of the building process that attempts to tax departments for future grass-roots management of the education and training that the direction of reform.
