Knowledge Management (KM), which is the micro foundation of knowledge-based economy, is becoming the most important theme of management in modern enterprises. To accelerate and upgrade KM in China's enterprises is the primary way and important measure that incarnate the scientific concept of development, also adapt the era and trend of economic globalization and knowledge-based economy.In this article, the literature research and case analysis are used as major research methods, and the theories of knowledge management, enterprise culture management, human resources management and organizational behavior are comprehensively used as a guide. From a broad perspective and a high degree of the enterprise culture, as well as integration of the concept of scientific development, the implementation route of China's enterprise knowledge management, or knowledge sharing, is studied extensively, deeply and systematically. Firstly it is analyzed theoretically that knowledge-sharing is the core of KM. Secondly it is figured out by case analysis and survey of KM in China's enterprises, that creating a knowledge-sharing culture is the key to the successful implementation of KM in China's enterprises. Interactions between corporate culture and knowledge sharing, as well as the barriers of knowledge sharing, are also discussed. Finally, the basic framework, principles, means and methods of creating knowledge sharing culture are studied. The basic framework of knowledge-sharing culture is composed of spiritual culture, systematic culture and physical culture. The people-centered scientific concept of development is the core spirit of knowledge-sharing culture, along with the ideas and atmosphere of sharing, team-work, opening, trust, harmony and study. The systematic culture of knowledge sharing includes organizational reform, innovation on incentive mechanism and regulations of job rotation, proposing and training. The physical culture of knowledge sharing focuses on the IT platform for knowledge sharing. The study results will be conducive to guiding China's enterprises planning and implementation on KM, enhance the country's enterprise KM practice, thereby improving the core competitiveness in the knowledge-based economy and fierce market competition environment.
