Qinghai Province Region Sustainable Development Target System And Itsappraisal

The strategy to develop the western region of China is a significant decision made by Central Committee of the Party in the new century, as well as a strategic action to achieve prosperity for all,maintain political stability and consolidate frontier security. Rightness in handling the relationship between economic,social development and population,resource,environment , the realization of sustainable development in western region , are basic point of the development in western region , and also major issue in the long-term historical process.As a concept and developmental strategy, "Sustainable development " obtained widespread acceptance worldwide. The regional sustainable development appraisal is the key link between theory and practice. regional sustainable development is complicated system which has obvious self organization and nonlinearity characteristic, therefore, it is very limited to study it using the same linearity method. The thesis uses the systematic theory and method to study the regional sustainable development system, elaborating its formation,function,target and characteristic , analyzing its Mechanism and power and its definition,constructing the target system. On the basis of theoretical research and the present situation of Qinghai Province as well as the documents all over the world ,the thesis designed an evaluation system. Namely, it divides the sustainable development system into four subsystems including the economical development,the social development,the environment and the sustainable development ability, designing out corresponding appraisal target, evaluating from 1990 to 2005 ,thus, put forward some suggestions to the sustainable development process in Qinghai Province .
