Analysis On The Development Of Tibetan Private Enterprises In Southern Qinghai

Since the reform and opening up in 1978, China’s private enterprises have developed rapidly after a spring rain flourish, and has played an important role in promoting the local economy,activing market and increasing the employment of workers. The Third Plenary Session of the 18 th CPC proposed to "let all labor, knowledge, technology, management, capital to unleash the vitality,so that all sources of social wealth full inrush current, so that the fruits of development can be more benefit for all the people," the decision for private enterprise development provides a broad platform.However, there is still a huge difference in western and eastern area of China’s private enterprises. in the Tibetan areas, the development of private enterprises is more backward, far from reaching its potential effection. In this paper, that providing a space for this paper’s research.Firstly, this paper starts with the current situation of the Tibetan private enterprises of southern Qinghai, and analyzes the total scale of the private enterprises in the southern Qinghai, the change of the new enterprises in the calendar year and the distribution of the industry. The results show that the total amount of private enterprises in the Qinghai Tibet region is slightly improved, but the overall size is small,and the regional difference is relatively large, the overall industrial distribution is more reasonable, but the industry distribution is narrow.Secondly,this paper analyzes the problems existing in the Tibetan private enterprises, and there are three main problems of the Tibetan private enterprises in southern Qinghai. First the Tibetan private enterprises in southern Qinghai face enormous challenges, the fragile natural environment constraints the development of Tibetan private enterprises, Tibetan private enterprises as a whole has a smaller scale, and the foundation is weak, enterprise management is not standardized, and personnel is lacking. The second problem is that the Tibetan private enterprises in the south of Qinghai facing huge financing difficulties, lacking of development capitals, lacking of policy support,and have difficulty in financing. Finally, a prominent problem is that the Tibetan private enterprises in southern Qinghai generally facing the problem of poor quality of staff. These problems seriously restrict the development of Tibetan private enterprises in southern Qinghai.Thirdly,this paper established the index system for the development of Tibetan private enterprises in southern Qinghai, and combined with the questionnaire to analysis the development ofthe Tibetan private enterprises in southern Qinghai. According to the index system, the total score of the Tibetan private enterprises in the Qinghai was 44.41 points, Macro environmental indicators scored 47.49 points,industry environmental indicators scored 55.03 points, enterprise management level indicators scored 35.76 points, Tibetan private enterprises should focus on the improvement of enterprise management.Finally,this paper puts forward suggestions on the development of Tibetan private enterprises from seven angles. Mainly include that putting forward special preferential policies for Tibetan private enterprises, promoting the local characteristics of the development of private enterprises,enhancing the core competitiveness of enterprises and cultivating leading enterprises, innovativing financing methods, strengthening management of enterprises and employees, improving the comprehensive quality of the entrepreneurs and increasing the talent of introduction efforts, and providing intellectual support for the development Tibetan private enterprises.
