Performance assessment is the key topic of modern human resources management theory. This paper focuses on the performance assessment conducted in Yantai Beer Group and its payroll issues.An analysis has been made on the process of setting up a modern key performance assessment system in Yantai Beer Group and elaborating on the defects of the old assessment system of the state-owned enterprises and tries to find the reasons hidden behind them. It main topic focuses on the ways by which Yantai Beer Group develop an effective performance assessment system suitable to the enterprise itself guided by the modern human resources management theory. It also develops the payroll systems which can match with this assessment system. Reforms and innovations have been seen in such areas as job descriptions, filtering the quantitative indicator of job, assessment on department and process design and performance design and position assessment cycles, assessment time, assessment perspective and feedback of performance. It describes the way how to set up a set of performance assessment system to meet the enterprise's requirements and strategy of implement this theory into practice. It also put forward the implementation method and related process and workflow.The new performance assessment system in the paper stresses the links between performance and effect and payroll and suggests setting up the adjustment mechanism between the two and develops payroll system based on the objective and effective value assessment.
