Each enterprise is faced with a serious challenge in the age of knowledge economy, which is characteristic of economic globalization, trade liberalization and information network. It is essential for them to gain core competence and long-range competitive advantage by means of scientific performance management that is the most important control method. The performance assessment is an importance of the business enterprise human resource management to constitute the part, is the valid control means that the organization carries out the strategic target, build up valid results the management system that a set of science dynamic state proceed together is the important headspring that the business enterprise small run raises the competition ability, is an importance to medium by private capital of the our country.In this paper, SY company is used as an sample in the performance appraisal system design and implementation. SY is a small- medium sized enterprise solely owned by the University Press company specializing in typeset and collation .According to the survey and analysis on business environment, and based on the actual situation of the enterprise, a scientific performance appraisal system is designed to guide the implementation in accordance with its strategic objectives and personnel structure as well as its operational characteristics. Theory on objective assessment , key performance indicators, and the Balanced Scorecard is used to work out the performance appraisal system in the SY the company to suit its development needs and characteristics .This paper first describes the theory related to performance evaluation and then refers to the contents of performance, performance evaluation and performance appraisal. and also includes the linkages between them. And its focus is on the constituent elements of performance appraisal system from assessment principle to the assessment methods, and it also tells about four popular kinds of assessment methods at present: Target Management Act, KPI indicators of achievement, a 360-degree evaluation and the Balanced Scorecard.The third part is about the analysis of the future situation and the development of human resources management in typeset and collation company, pointing out the main problems existing in performance appraisal system and the basic ideas to solve them.In Part IV, the designing process of the performance appraisal system for the SY company is mainly discussed . According to ideas of the Balanced Scorecard, According to the designing procedure of the performance appraisal system , the key performance indicators and the standard designs as well as the performance assessment indicators and standard designs for the technical staff are completed.Part V is the conclusion and summary of the full text.
