On January, 2006, General Secretary Hujintao, on behalf of the CPC Central Committee, calls for building an innovation-oriented country at the First National Science and Technology Assembly which held in the new Century. Building an Innovation-oriented country is a long-tern strategic project which requires efforts from all walks of life, and the scientific literacy of the public serves as the precondition and basis for the task. The study of fostering and improving the scientific literacy of the public has practical significance and theoretical value.Applying the principles of public management, public economics and Statistics,this dissertation conducts a systematic and in-depth examination of the scientific literacy of the public and its cultivation in our country with empirical approach, document approach and comparative approach.The dissertation consists of four parts.The first part is the introduction of the strategy of building an Innovation-oriented country. It gives a detailed illustration of innovation theory and defines innovation-oriented country. Besides, it introduces main types of building innovation-oriented country in developed countries as well as their common experience, and it analyses the major differences between the developed counties and our country, and it introduces the historical background of building innovation-oriented country in China.The second part is about the scientific literacy of the public. It expounds the connotation and denotation of the scientific literacy first, then it gives an objective analysis of the statistics collected in the fifth survey of the scientific literacy of the public. Based on the detailed comparison, it also gives an objective analysis of the current conditions of the scientific literacy of the public.The third part is concerned with the relation between the scientific literacy of the public and building an innovation-oriented country. It draws a conclusion that improving the scientific literacy of the public helps to build an innovation-oriented country.The fourth part is about the discussion of measures taken to improve the scientific literacy of the public. Based on the third part, it puts forward some specific suggestions to improve the scientific literacy of the public.
