Innovative Perspective Of National Scientific And Technological Innovation And Cultural Innovation

The nature of science and technology (S&T) depends on unceasingly inventing, finding and innovating. From keeping records by tying knots to boring wood to get fire, from domesticating animals to cloning technology, from the cognition of macroscopic low speed moves to the wave function to microcosmic object statistics and description, S&T goes forward in the innovation. Culture is the mother of science and technology, and it is the economy and society development herald. Disregarding from five times of science and technology center shifts in west science and technology history and from Helladic science accomplishment, we find that each time technical significant invention is the result of society cultural innovation. Helladic science reaches very high attainments because Greeks has the culture of reason and liberty and society cultural environment of democratic and free. In short, the new idea in science and technology needs the society cultural environment which contains scientific spirit and humanity spirit.Our country once had splendidness of 4-big invention in the ancient times, before on the middle Ming Dynasty, science and technology was far ahead in the world . But China had fallen behind while the west science and technology had further developed which caused to the fast development of west society. This phenomenon not only arouses the broad thinking of Chinese scientists, the thinkers and statesmen for a long time, but aroused the attention of west scientists, thinkers and statesmen, whose leading exponent is English Dr. Joseph Needham. His analysis and conclusion about falling behind of Chinese science and technology is called "Joseph Needham's difficult problem" by the history community of S&T. Dr. Joseph Needham and other thinkers' analysis and conclusion inspired us, but the problem has not solved yet. In the 21th century, science and technology and the ability of innovation are regarded highly by the governments of all countries in the world. The reason is that the development of science and technology is important to country competitive ability, and social economy and the progress of human being is influencing by S&T and it's development ever more. Since new China was founded and even after reform and openness, science and technology and education of our country have got rapidly progress, but the innovative ability of science and technology is below.By the studying, we found the reason of this phenomenon is complicated. On the onehand, Chinese traditional culture and traditional mode of thinking affect on forming of scientific spirit, still that is short of scientific spirit in our culture today, on the other hand, in the feudalist society last phase, Chinese feudalism autocracy has reached a pole and shorts democratic society cultural environment, the humanity spirit declines gradually in process of destroying the old and establishing the new in tradition culture's. Therefore, our country new idea in science and technology is insufficient because of society culture falling behind. China and Japan belong to China-Japan oriental cultural, but it can be seen that the differences of the instruction of western learning to the east of result from comparative analysis of them, if not carrying out society culture innovation such as system, concept and education, innovation of science and technology just as to upper edifice of building in the sands.The new idea in science and technology needs cultural innovation, cultural innovation is a complicated and arduous system engineering. First, cultural innovation should pay attention to the relation of innovation and inheriting, no inheriting no innovation right away. Secondly, any kind of culture is the multiple structures, whose core is an outlook on values, the innovation of cultural concept is the outlook on values changing therefore, if the outlook on values is not changing, we have no way to talk about invention. Thirdly, the innovation of philosophy social science is the guide of cultural innovation, because it can change society culture and improve people's ability to innovate. Fourthly, educative innovation is the key to cultural innovation, the new idea in science and technology depends on innovative works of the type talented person, but the talented person cultivating needs the culture of innovative atmosphere, and building innovative culture responds to educative innovation, and building universities' culture of beneficial to cultivating personnel training is the key to educative innovation.
