Public scientific literacy is an important component of the quality of a country or region,it reflects the overall competitiveness of the important indicators and has an important influence the socio-economic development.Therefore,the countries in the world,especially the developed countries pay attention to the concept when This concept has been made. As early as 1952,the United States conducted the first survey of public scientific literacy,from the 20th century 70 years,a number of developed countries conduct the general public scientific literacy survey,in 1992,the Chinese Association for Science conducted the first national public scientific literacy investigations so far have been carried out six times.Basically formed the institutionalization of patterns to conduct a survey every two years. In the 20th century 90's,Some domestic provinces and cities, had also developed a public scientific literacy survey. Many scholars at home and abroad carried out research and analysis on these survey data, draw many important conclusions, made a lot of advice to improve scientific literacy.This article do the statistical analysis basing on the second time in Hunan Province,the first time in Changsha of the public scientific literacy survey data.By referencing and drawing lessons from international research of public scientific literacy of many documents and absorb the excellent results of their research, and explore their research areas that aren't involved in.Ultimately determine the research content of this article: analysis the factors affecting the public scientific literacy and evaluation the of public scientific literacy in Hunan Province and ChangSha. The method of analysising the influencing factors of the public scientific literacy is the path analysis. Grading the investigators'public scientific literacy.Analysis the relationship between the investigators'the level of scientific literacy with his educational level, occupation, on household income of one year and other indicator, and using some basic logic to establish the path model,drawn the path coefficient betweent six indicators and the scientific literacy: in theHunan model the path of the education impact scientific literacy is 0.467,in the Changsha model the path of education impact science literacy is 0.458, occupation and family income for one year have little impact on the scientific literacy怂The evaluation and analysis of public scientific literacy is through re-empowering the indicators of evaluating the public scientific literacy, using the method of distance empowerment indicators after a comprehensive evaluation and analysis do the comprehensive evaluation,calculate the 14 cities and state's ranking of public scientific literacy in Hunan Province.Thus reflecting the overall situation of scientific literacyhe cities and state in the Hunan province.By analyzing the results, this article also put forward some countermeasures and suggestions of raising the level of public scientific literacy.
