Research On Issue Of S&T Investment Under The Guidance Of Innovation-oriented Country Strategy

Twenty-first Century is not only the economic globalization, information,network and knowledge of the times, but also the competition of comprehensivenational strength is becoming increasingly fierce era. Improve the ability oftechnological innovation, the important sign of the construction innovationcountry has become a technological power, and the key factor of science andtechnology innovation and building an innovative country is the investment ofscience and technology. The United States, Japan and European countries regardscience and technology investment as a strategic investment, under the guidanceof “innovation-oriented country strategy” the China increase investment ofscience and technology greatly since2006, mainly reflected on the investment ofscience and technology, the total funds and technology personnel input, butwhether the technological level of China can be improved or the internationalcompetitiveness can be realized in2020, to build our country into a magnificentgoal of innovative country, it is important to understand the present situation ofinvestment of science and technology, the problems resolved in a timely manner,since the implementation of innovation-oriented country strategy, then to makefull effective use of resources.This paper is on the foundation of reality demand, it was studied throughthe analysis of the six part discusses of science and technology investment in ourcountry since the implementation of innovation-oriented country strategy. Thearticle introduction part and the first chapter, mainly on the research backgroundand related theory, the second chapter, the third chapter and the fourth chapterare used in large amounts of data and chart, and analysis the data fromlongitudinal dimension and transverse dimension, in the first, analyze the data of science and technology investment development situation in China from2006to2011through longitudinal dimension, in the second, to analyze the investment ofscience and technology compared with some old Europe’s and the United States’through transverse dimension. Longitudinal dimension analyses revealedChina’s current situation of science and technology investment, in the aspects oftotal and science and technology personnel number is compared to "fifteen", thelevel of demand is rising, but investment in science and technology, the overalllevel is still lagging behind in social development, at the same time there aresome problems, summed up as: science and technology investment structure isnot reasonable, science and technology investment regional distribution isuneven, R&D distribution differences between different industries, investmentsystem is not perfect, problems of enterprise technological innovation andindependent R&D capability is weak; the transverse dimension analysis showedthat some indicators of science and technology investment has increasedcompared with some innovative countries, but due to the special situation of ourcountry, large population base, lead to investment of science and technologyrelative index is low. According to the comparison of the results of the analysis,the last part of this paper gives some suggestions on improving the status of thescience and technology investment in China, can be summed up as: to increasethe total investment of science and technology stabilized, optimizationtechnology investment structure; the development of diversified technologyinvestment system, to expand scientific and technological input channel; toimprove the capability of independent innovation, strengthening the mainposition of enterprise; the formation of effective science and technology inputperformance evaluation system; pay attention to the cultivation of innovativetalents of science and technology. Finally, the conclusion summarizes the paper,points out the deficiencies in the research process.
