Social environment that China's metallurgic companies face take huge changes in new century: quickly developing science and technologies, economically globalization and impacts of knowledge economy, especially, after china's joining WTO, China's metallurgic industry will face more serious oversea and domestic competitions and certainly enterprises that specialized in equipment maintenance and repair will face ardent competitions. In modern Administration, the management of human resource gradually plays a strategic roll in enterprise's development. Gaining enough talents sometimes means long term of developing.Based on a metallurgic maintenance enterprise, this paper summarizes the situation of development and management of human resource and difficult problem faced in the special work character of maintenance enterprise and analyzes the reasons. and more, the paper puts forward how to build and practice high efficient development and management of human resource in personnel development, salary design, performance appraisal, and the education of the employee to offer the spirit.This paper has six chapters:The first two Chapters discuss theoretical development of human resource and expound the definition of"the management of human resource ", the classical theories of human resource and the latest development of the theory of human resource. 3rd Chapter firstly describes the outer environment of human resource, and then, introduces Shanghai No.5 Metallurgic Equipment Maintenance Company, and emphasizes the situation of its department of human resource and the work of human resource. 4th Chapter uses the theories of human resource, combine the situation of Shanghai No.5 Metallurgic Equipment Maintenance Company and requirements of its development, analyses the problems in the enterprise, such as the disposition of high-grade post, the training of project manager, the salary design, the appraisement of achievement, and the spirit problems of employee. 5th Chapter supplies corresponding measures according to the existing problems of human resource. The last chapter gives some conclusions.The equipment maintenance industry is a big industry, which demands various professional talents, in today's developed economy that based on knowledge, how to develop and make use of human resources has become the first important affair of the construction enterprise. The enterprise needs to create a good environment that benefits to the growth of talents, needs to establish scientific mechanism of how to use talents reasonable, needs to use the human resource as the first resource of enterprise. What can be say is, if the human resource has been controlled, then we can get the continuously development of the enterprise and guarantee the continuously strong of the enterprise.
