In recent years,due to the transition of the domestic economy and macro policy,the operating conditions of power generation enterprises in China with the steady increase of national economy improved,the power industry has been in a state of steady growth,but is still faced with coal supplies continuous tension,prices rose sharply,in the crucible of electricity price level is low.At the same time,the core value of human resources in the electric power enterprise is more and more attention and become one of the main competitive advantages of enterprise development strategy.Electric power enterprises from infrastructure to the change of the production and operation environment,and the dynamic changes of the human resource allocation of supply and demand.This article takes H power plant as the research object,to the transformation of the power plant construction production period is human resource allocation problem is studied.H power plant as a predominantly power and heating co-generation enterprises,is the only national level within the new city,south industrial zone of large cogeneration power plant,is an important green energy infrastructure,Harbin is in a critical period of infrastructure transformation of production and operation.With the development of enterprise strategy,business direction and the change of business scope,H power plant human resource allocation problems are also highlighted.These problems not only unable to satisfy power plant production actual need,also do not conform to the development strategy of enterprise transformation,seriously restricts the smooth transition of enterprises for heating.,infrastructure transformation in H power plant,the production period is the human resources allocation of supply and demand analysis,and scientific and reasonable configuration of all kinds of personnel problems,is H power plant transformation is an urgent need to solve the problem.Based on the H power plant,on the basis of in-depth analysis of the present situation and problems of human resources,based on the transformation of enterprise development strategy,human resources in H power plant,the supply and demand forecast and analysis,find and summarizes the H power plant humanresource allocation problems.According to the theory of human resource configuration knowledge,puts forward the overall goal,the manpower resource of H power plant in the future and give the production personnel,senior technical personnel,service personnel configuration solution,and from recruitment,training,different levels of the alliance cooperation,cultural incentive put forward the corresponding safeguard measures,were detailed in this paper.This paper adopts the method of combining theory and practice of human resource management to provide decision-making reference for H power plant,the practice has some reference meaning,solve the problem of human resource configuration for other human resource configuration in the electric power enterprise transformation to provide the reference.
