Research On Strategic Alliance Of Hi-tech Zone

Since the strategic decision which established high technology industry development zones was made in 1991, high-tech zone as the important base that develop high-tech industry played a very important role in deepening the reformation of scientific and technological system and promoting the efficient combination of economy and technology. Under the promotion of a series of National development strategies such as "Development of the West Regions", "Revival of the northeastern old industrial base", "Rising in the Center Regions", "Construction of Innovative Country", High-tech Zones all over the country looked for cooperation with others in order to drive the development of national and local economy and achieved great success. Based on this, this paper proposes the concept of "strategic alliance of high-tech zone".The paper is divided into five main parts. Part one, theory basis, introduce strategic alliance theory from the definition, character, classification, competitive advantage, causes of formation, theoretical explanations. Part two defines strategic alliance of high-tech zone and analyzes the feasibility of our country's strategic alliance of high-tech zone from two aspects: theoretical basis and practical condition. Theoretical basis includes comparative advantage theory, Resources Gift Theory and areal division of labor theory. Practical condition includes complementary advantages and national macroscopical strategy support. Next on the basis of analyzing available information analyzes the mode that our country's strategic alliance of high-tech zone adopted from different point of view: west and east alliance, intraprovincial alliance and domestic and overseas alliance; two-party alliance and multi-party; information alliance, technology alliance, talents alliance, project alliance, market alliance, attracting business alliance, financing alliance, propaganda alliance and policy alliance; entity alliance and virtual alliance. Part three discusses the operating mechanism of strategic alliance of high-tech zone: cooperation mechanism, information exchange mechanism, behavior constraint and evaluation mechanism, benefit coordination mechanism, cooperative partner appraising and choosing mechanism, withdrawal mechanism. This paper analyses the cooperation mechanism by game theory and establishes a system of evaluation index on strategic alliance of high-tech zone members in cooperative partner appraising and choosing mechanism. Part four analyses the background, necessity and feasibility of strategic alliance of high-tech zone in the middle six-province area. At last puts forward a few suggestions to drive strategic alliance of high-tech zone in the middle six-province area. Part five is a summary of the researches in question and a statement of areas where this paper is weak and where further study is expected.The paper manages to combine with theory research and demonstration analysis, qualitative and quantitative analysis method, static and analysis method, induction and deduction method to provide the paper's viewpoints and illuminate the questions. The research results of this paper will provide referential significance to high-tech zone's development and promote the development of our. country's high-tech industry.
