The Study On Operation Mechanism Of High-Tech Industrial Technology Alliance

With the acceleration of the globalization process of economy and technology, the technological innovation has become all-important for enterprise, region and the whole country's development and competitiveness improvement. Due to the shortness of intelligent resources, the industrial technology alliance starts to be enterprise's first tactic to reach their strategic target through innovation and development together with university and research institute by sharing same risk and benefit. Most of industrial technology alliance appeared in the high-tech sector, it has become active power factor of China's innovation, which did a great contribution for the development of China's economics,society and technology. However, High-tech industrial technology alliance is not easy to success. The inefficient of operating mechanism restricts the rapid development of it. How to improve the efficient of High-tech industrial technology alliance to lower the failure is an important issue during the course of development.The dissertation defines the High-tech industrial technology alliance through reviewing related literatures at home and abroad, then analyses the High-tech industrial technology alliance's form reasons, elements and the main feature. Based on this, the paper studies the alliance's operating principles, operating process and the factors of operating. Based on the deep analysis of High-tech industrial technology alliance, the paper builds the framework of alliance operating mechanism, and researches the contents of operating mechanism: including trust mechanism, the coordination mechanism, incentive mechanism, organization learning mechanism, interest distribution mechanism and risk control mechanism. At last, the paper takes the Harbin technical equipment manufacturing technology of energy alliance as the research object, analyzing Alliance's development situation, and the existence question and operation mechanism, then proposing the suggestion of promoting the alliance's development. The point of this paper is providing the theatrical methods and strategy for the development of High-tech industrial technology alliance.
