The Pan-Yangtze River Delta is one of the aggregation areas of the National High-Tech zone in China.At present,the number of National High-Tech zone in this region accounts for 22.3% of the whole country.And the High-Tech zone established in the past five years accounts for 44.4% in this region.Otherwise,the scale of the economy,number of employees,and technology investment had made a great progress.All of this have played an important roll in the increasing of regional economy.However,the operating efficiency of some High-Tech zones are still not very high.In recent years,our country paid more and more attention to the efficiency of the economy development.So,it has an important practical significance to study the operating efficiency of the National High-tech zones in the Pan-Yangtze River Delta.This paper used the SUP-BCC DEA model,and constructed a reasonable index system to evaluate the operating efficiency of the National High-Tech Zones in the Pan-Yangtze River Delta.And slack variables has been pulled in to set a target for the ineffective High-tech zone.In order to have a clear understanding of the operating efficiency change about the High-Tech zones in this region,this paper also combined the Malmquist index with DEA model to analysis the total factor efficiency and its decomposition value.Otherwise,the analytical method of SWOT has been used in the case study.According to the result,catch up with the development strategy that can be adopted by Zhenjiang High-Tech zone.It also can apply to the high-tech zone that have the same problems as Zhenjiang.The result shows:(1)The operating efficiency of National High-Tech zones in this region is generally not high,the main reason is the scale efficiency of most high-tech zone is too low.As time goes,the operating condition of the High-Tech zones got better,but different operating problems still exist in different zones.Most of the High-tech zones have a great progress space.And compared with another aggregation area of the National High-Tech zone in China,the operating efficiency of High-Tech zone in the Pearl River Delta is better than the Pan-Yangtze River Delta,this is due to the low efficiency of pure technology in the Pan-Yangtze Delta.(2)From the perspective of efficiency development trend,the total factor efficiency of the High-Tech zone in this region has declined year by year.This is mainly caused by the backwardness of technology.The increasing oftechnology efficiency has prevented the further decline of the total factor efficiency.From the view of different provinces,only the total factor efficiency of the high-tech zone in AnHui Province is increasing year by year.The reasons for the decline in the total factor efficiency of the remaining three provinces is different to each other.(3)ZhenJiang High-tech Zone is a typical representative of newly established high-tech zones in recent years.And it has made some achievements in the areas of industrial structure,economic development,and innovation network construction.But its operating efficiency is still very low.According to the strengths,weaknesses,opportunities and threats faced by Zhenjiang High-tech Zone.Adopting appropriate development strategies will be the key to the future development of Zhenjiang High-tech Zone.
