With China's entering into WTO and also with the rapid economy development of China, Chinese enterprises especially the manufacturing enterprises are facing fiercer market competitions. Nowadays, the key issues to affect the development of the enterprises in our country are the large consumption, low efficiency, worse beneficial results and bad quality resulted from low internal management level. ERP system is the most efficient solution to these problems.Compelled by the competition pressure and development demands, Shenyang Railway Signal Factory began to implement the ERP system in 2005 in principle of overall plan and separate implementation. This article is the study on analysis, plan, design and implementation of purchasing, sales and stocking flow of the first phase project. At first, We clarify the guidelines, train of thoughts and assessing indexes of ERP system of SRSF and confirm the software source and general technical principle. In accordance with the analysis and plan, by means of tendering and negotiable bid, Yifei Software from Digital China is chosen as the systematic software of ERP of SRSF. Next, We propose complete implementation methods. The project implementation is divided into eight stages. The importance of business investigation and study is especially emphasized. With regard to the production problems of electronic products of systematic categories which badly puzzles the enterprise, we propose the assembly production mode in accordance with the pre-production subassembly by series number, production assembly by batch number. With regard to the falsified use of material, the dummy store is established with debit and credit concept. Last, Based on the analysis and implement above a series of changes has been brought to SRSF by implement of ERP project. In addition, the non-technical issues concerning the implementation of ERP is raised just for the reference of domestic enterprises especially those large state-owned enterprises when ERP is implemented there.There are two creative points. One is to specify the guidelines and establish the implementation method based on the actual situation of SRSF so as to ensure the smooth enforcement of ERP project. The second point is to make the domestic enterprise particularly those large state-owned enterprises go by a less roundabout way during the implantation of ERP by means of analyzing on the enforcement of ERP project and making a summary of the experiences and lessons learned during the implementation of ERRFigure 18 of this paper, Table 20, 24 references.
