The construction of Digital-city is the direction of city information development.It is also the important part of the "Digital China" and "Digital Earth".Three-dimensional geographic data is the important spatial information of the digital city. Building three-dimensional digital city allows people to enter the city with the identity of the first person, experience a variety of realistic scenes information comprehensively and intuitively, and enjoy the experience scenes similar to field observation in a virtual environment.Jilin City is the second largest city in Jilin province, located in Songhua River which is the transition zone from the northeast hinterland Changbai Mountains to Songnen Plain. It’s also the only city has the same name as its province in China. Jilin pays great attention to the construction of city information. It has been made a lot of achievements in the 3D digital city construction, including "Jilin City E-Network" which serves the public, "Public Infrastructure Platform" which carries the entire basic information of the entire city and provide secondary development interface, "3D Underground Pipeline Analysis System" for underground pipeline,"3D Fire Control Management System" for emergency rescue, etc. It shows that Jilin has a unique advantage in the construction of 3D geographic information system, which creates a solid foundation for archiving the stocking house tax management information system.This paper analyzes the current status of 3D GIS development and domestic& international tax informatization in depth. It introduces the basics of geographic information system and its secondary development systematically, determines the research contents and technology route, formulates system structures and functions for the stocking houses tax management information system. The system was developed by the popular object-oriented programming language C# combining with the secondary development components of Skyline. The system takes service supervision planning as core, combines the basic geographic data and tax business data, integrates the 3D scene assist analysis and business analysis to achieve city land tax planning and management system which integrates service management and visualization. The system has many features such as fast response, easy to operate, complete data processing functions, transplantable, friendly user interface.
