Analysis On Food Safety Supervision System

Food security is the important foundation of human health. Although, by now food security and sanitation in China has made a great progress, occurring with two successful transitions of food from simplification to diversification and seller's market to buyer's market, and favorable changes shows that the objects of food production has transferred from production to benefit and quantity to quality, work on food security has a long way to go, since alarms on food security are always heard and accidents of food security happened frequently, such as green tea dyed with chemistry, noxious rice, terrific clenbuterol(CL), daylily fumed with sulphur, etc. Food with bad quality becomes an invisible killer in our lives, and consumers have to pay more attention to food security than whenever before. Food security problem has caused tragedies endlessly and food security, intervening the national economy and the people's livelihood, becomes a prominent issue concerned by government and society. Food security problem does not only imperil human's life and healthy, but also endanger the national political stableness, the construction of harmonious society and the sustainment of good social economic development. What's facing us is an urgent job which includes strengthening the supervision of food security, detecting hidden trouble in time, preventing extensive food poisoning and solving problems of government in supervising food security as soon as possible. We must base on the actual situation of food production and vendition in China, focusing on three problems of which the first one is microbial contamination, the most key factor which affects the food security in China, the second one is planting and aquaculture pollution, because the abuse and residue in food of agricultural chemicals, veterinary medicine and forbidden feed supplement are main factors of food pollution, and the effect of clenbuterol(CL) has not been eliminated yet, the third one is faking and selling inferior food. Additionally, we have to learn from the advanced experience of international food security supervision, and make clear the relationship between food security chains, and pursue the advancement of national science and technology of food security, in order to build an integrated, coordinated and high-efficiency food-security supervision system. Four theories which are damage analysis, hazard analysis and critical control point (HACCP), good manufacturing practice (GMP) and asymmetric information are used in this thesis. Methods, such as comparison analysis, data analysis and case study, are adopted. Characteristics of food security problems in China are explored by the comparison of food security management system home and abroad, the analysis on detection, standards and quality information in food security management, and the study on problems in the security management of food production and sale. Suggestions are proposed through establishing a food-security technology support system, setting and improving food standard, regulating food production and sale, enhancing the food-security education nationwide, expediting the construction of food-security information system and ensuring the practice of food-security problem's solution, so as to monitor the whole-course of food production and sale, which means a all-around and effective supervision in food supply chain.The thesis consists of four chapters. The first chapter is about the research's background, meaning and present situation; the second chapter is the brief of contents and methods; the third chapter is a study on foreign food security management system; the last chapter explores the establishment of food security supervision system. This study is of great importance to help China improve and advance food-security control, cut down the occurrence of food damage accidents, ease the pressure of government work, and improve the living standard of people.
