Research On The Integration And Collaboration Strategy For Chinese Government Supervision Over Food Security

Recently, food security incidents happened frequently and seriously which hadmade public zeroed in on Chinese supervision authorities of food security and havebecome a particularly prominent issue in public safety and received a universal attention.Chinese supervision system of food security is a body of government which is under asingle and periodical mode exist the problem of divergent functions and the weakness ofsupervision power, on the whole, presenting a fragmentized supervision situation, and itis one of the main causes why lead to food security problems. Aiming at thefragmentation of the supervision problem, it needs to solve the problem by integratingthe functions and the collaboration of the supervision body. Although the Chinesegovernment is trying to make some adjustment on the fragmentation of the supervisionfunctions, the progress and effect of its reform are still hobbled. The Chinese StateCouncil put forward an aim on food security to strengthen food security work in June23,2012, planning to fulfill obvious effect in the improvement and rectification work ofChina’s food security, controlling effectively the punishing crime behavior in three years.The formulation of the aim which we have to face the severe challenge for how tooptimize the fragmentation of the supervision functions. Against this background, tostrengthen the research of supervision system of food security becomes extremelyimportant.Holistic governance and Synergy are the two of the modern managementcharacteristics and future development trends of the government. The defects ofsupervision system of food security in China and the perfect path created a hugedemand for Holistic governance theory and Synergy theory. Based on the multiplesubject analysis of food security supervision functions in the Chinese government, usingintegration strategy and Synergy method to solve the fragmentation problem in thesupervision functions is the basic requirement for the holistic governance and Synergytheory.This paper is based on the theory of holistic governance theory and synergy theory,analyzing the problems and causes of supervision system of food security, learning from foreign experience, to explore the countermeasure of perfecting supervision systems offood security through functions integration, government and social collaboration and thecoordination and supervision of various levels of governments, raising tentative ideasand suggestions.
