Nowadays the competition among modern enterprises has gradually become the competition of talents and resources. Performance management, as an important way to encourage, develop and abstract employee, has been widely accepted and applied by Chinese enterprises. However, there still exists a series of problems in performance management as to limited understanding, imperfect and immature system. Facing the severe competitive market, how to build a scientific employee's performance management system has become an urgent question which needs to be solved.This dissertation investigates and analyzes the present situation of employee's performance management of the Headquarter of Hunan Material Industry Group, and discusses how to build employee's performance management system in the Headquarter.This article consists of 4 parts. First of all, it expounds the basic theory and important meaning in employee's performance management. Secondly, it finds the existing problem and root cause in the employee's performance management of the Headquarter. Thirdly, it provides a employee's performance management plan for the Headquarter as well as an implementation plan. Finally, it analyzes the possible obstacles during the implementation, and addresses relevant measures, so as to guarantee the successful implementation of employee's performance management system.This essay analyzes developing employee's performance management system with the application of Management, Psychology and Human Resources Management. It discusses the possible way for traditional State-owned enterprises to slip the leash of the old system. It also has certain enlightenment to those State-owned enterprises which are still under transformation when they are carrying out performance management.
