By analyzing external and internal environment of the enterprise, enterprise strategy research is to find the link point at which the enterprise's resource matches external environment, and designate the long-term developing direct of the enterprise. In recent years, the industry of road and bridge is faced with the change of domestic and overseas environment, the situation of the increasingly fiercely market competition, this will bring opportunities to Hunan Road and Bridge, it also brings a great threat. In addition, due to a single system, a bad configuration, an unfit mechanism, the trend of operation effect has gradually worsened recently. At present, the company is faced with the problem of integrating business resources, improving the management level, changing in the growth mode, remodeling the development thinking.After analyzing the macroscopical environment and the industrial environment of Hunan Road and Bridge, the opportunities and threats in its external environment were gained. Hunan bridge internal resources, capabilities and management were analyzed, the advantages and disadvantages of Hunan Road and Bridge inside were found out. The main business and market development prospects of Hunan Road and Bridge were analyzed by the numbers. Based on the above analysis, the development strategy of Hunan Road and Bridge was designed. The strategic objectives system was established. The enterprise's business development strategy was brought forward. At last, in order to ensure the implement of strategy, constituting a security system of the implementation of the strategy was pointed out, which includes idea system, organization system, culture system, human resources system, etc.
