In modern theory, people regard human resource management as the strategy partner in business enterprise, and performance management helps to realize the important function. A lot of enterprise start to believe performance management can help business enterprise realize strategy target and promote their companies from the unknown to the outstanding, so local companies make their efforts to fetch in some new performance management methods to acquire the core competence .However, performance management is a characteristic management system, whose means and application differ in dissimilar industry, market position and strategy. So local company still have a very long road to walk in establishing the performance management which is adapt to their own feature.This paper studies a state owned company (XD Company) of the general merchandise industry, according to the performance management theories, finding out the problems in current performance system, and redesign a new system to remedy the problem.First, it studied the generally theories about performance management basis and the system management method. Secondly analyzed the current situation and problem of XD Company, and bring forward our own viewpoint on how to solve these problems. Thirdly the writer designed a new systematic performance management for XD Company, including balanced scorecard, the process and system of the performance management system, the instrument needed and basic works to implement the new system successfully. In the end made a summary and forecast to the whole project.
