The protection of cultivated land is fundamental national policy of our country. Due to rapid development in social and economic sectors in the Yangtze river delta area, the implementation of this national policy now faces ever-increasing challenges and difficulties. How to readjust the relationship between economic development and land protection in those densely populated area? Should the government put more emphasis on cultivated land protection and how to protect it? What are the advantages and disadvantages of current protective measures? All the above-mentioned topics constitute the key issue which has great influence in long term development in the Yangtze river delta area and even the whole eastern coast area of china. Pinghu city Zhejiang province, which is located in the heart of Yangtze river triangle area and endowed with typical natural and geographical conditions and economic characteristics of the region also faces the same problem. a study of land utilization and arable land protection in the region and an analysis of the distinctive features in arable land protection. The author discussed in this paper the economic development mode and ways of land management, farm policies and public fiscal mechanism in the area and their influence to the protection of land. The author also gives out his performance appraisal of land protection policies and concluded that there is an outstanding trend of monotony in protective measures and insufficient public attendance, not enough rigid restrictions on effective land usage and lack of punitive measures in cultivated land protection. Besides, the introducing of a market mechanism also falls far behind. The author also points out the limitations and shortcomings in present protection mode and put forward revisions in recent and long-run strategy. in the long run, the government should build up rigid binding policies which suits the requires of scientific development such as land licensing, public decision-making, positive fiscal monetary and taxation policies, exploitation and transferring rights. At present, it's the urgent need for government to make economic and administrative measures to encourage effective utilization of land, to push forward rearrangement of rural residential places with the establishment of grass-root land administration bodies and enlarge the protection team under the guidance of a positive protection mechanism.
