Spaceflight project have advanced rapidly in these days and manned spaceflight has become a feat to our country. However, with the development of Spaceflight technique, Spaceflight Scientific research centers are faced with some problems on management. As an important phase of staff management, performance assessment of scientific research staffs affects the quality, structure and working state of scientific research staffs. As a result, it affects scientific research capability of the whole corporation.On account of controlled by planned economy for a long time, staff management of spaceflight corporations is a difficulty. Aiming at peculiarities of spaceflight corporations, we analyse scientific research corporations in order to find a reasonable way to manpower resource management. Founding a scientific research staffs performance assessment system is the most important thing .Compared with other normal industrial or ministrant corporations, scientific research staffs performance has its own particularity, containing workload measurement, performance emphases and so on.This paper's background is "the cost project of the 508 institute". Based on constituting high level scientific research procession, we using theory together with practice, taking into account culture and manpower resource system so as to find a useful measure to attract and encourage manpower resource. The most important affair in this course is to found a scientific and proper performance assessment system of scientific research staffs, which can help managers to appoint people by abilities, assign manpower resource properly and inspire staffs' potential. Founding a scientific and proper performance assessment system of scientific research staffs is the central task of this paper.The main content of this paper contain the analysis on actuality of performance assessment in and out. Secondly, correlative theory are introduced and analysed; Thirdly, From analyzing the feactures of Spaceflight corporations, we put forward proper salary system and design a new performance assessment system based on scientific research staff and work feactures; At the end, we actualize the performance assessment system of the 508 institute and execute the computerization of performance assessment management for scientific research staffs from work analysis.
