With fiercer and higher level of competition in the software market, an efficient HR management is becoming a main role in gaining competitive advantage to enterprises. With such new environment, how to manage human resources is a realistic problem to researchers and entrepreneurs. China Ocean Shipping Company (COSCO) Network was funded in 1997. It was fund by COSCO Network and COSCO together, with registered capital 30 million RMB. It was built to supply professional shipping, logistic applications and services, and integrated solutions to both civil and oversea customers. Headquarter of COSCO Network is in Beijing, which owns assets of nearly 110 million RMB with 180 people staff size now. It has branches and RD bases in Shanghai, Guangzhou, and Yingkou. As one of the earliest high-tech professional logistic and shipping enterprises, COSCO Network is focusing on the R&D work of related software and supply chain solutions.Nowadays, products of COSCO Network have a crucial position in civil shipping and applications of logistic subjects. Company has many well-known suppliers in distribution area, such as ABM, HP, ORACLE, and INTERMEC, and has a great fame in this area. Under this situation how to improve staff efficiency to COSCO Network is pretty crucial for further development of company. About HR efficiency, on one hand, no one is available for new work; on the other hand, staff has plenty spare time for entertainment. This phenomenon is the biggest trouble in work. In order to improve HR efficiency and achieve the main goal of COSCO Network, head of company is trying to fixing the managing system and leveling up system to come to this goal.
