Current Situation And Countermeasures Of Tianzhu County's Agricultural Extension

By ways of making investigations, investigating on the spot etc., it analyzed and summarized the developing history, current situation and existing problems of Tianzhu County's agricultural extension, the results showed that: by a period of development, the primary, secondary and tertiary industrial structure was more rationally proportion. Indexes such as total output of grain, agricultural gross output value, per capita net income of peasants were improved by a large margin, the planting, feeding, industry of planting forest or fruit tress, township enterprise developed in an all-round way. But the following problems existed at the same time: Rural land resource was unfairly distributed, land management was highly dispersed, the management of land ownership was lack of effective mechanism; the barrier between different departments of agricultural extension organization, there were too many organ people, the administrative task was large, the infrastructure was bad, the leaders were not well-educated; there existed financial difficulty that there was just a little agricultural input, the proportion of the infrastructure which was put financial loan into was large, but peasants themselves put into it limitedly; the cost of agricultural sideline product was depressing, the gap between the price of the industrial products and the agricultural product was relatively great; there were "five ignores " existing in the agricultural extension work; some cadres of agricultural technology worked carelessly, even did harms to peasants occasionally. By analyzing to the existing problems above, we defined the idea of how to develop, the idea was as following: First, we should define the working idea of agricultural extension; Second, the leaders should pay attention to the agricultural extension work, carry out the national agricultural policy and issue the policies and measures at county level conscientiously which are good to the agricultural extension ; Third, we should explore the management route of land ownership further on the basis of insisting on stabilizing and improving land contract relationship; Fourth, we should develop the leading industry, promote agriculture to develop in a more cost-effective manner, improve the peasants' income; Fifth, we should carry out " the suggestion on deepening reform and strengthening agricultural technology popularization system construction of the basic unit of the State Council", stabilize agricultural extension organization; Sixth, we should imply the financial fraction system progressively, and widen the channels of investing; Seventh, we should adjust the agricultural structure better by taking the advantage of Tianzhu County; Eighth, we must strengthen agricultural applicable technology, non-agricultural skills, and the training of the ideal of the socialist new rural, to realize the sustainable development of agricultural extension; Ninth, we should desalinize the management functions at village level of the government, and realize the democratization of community village management progressively; Tenth, we should respect the peasants' choice and popularize agricultural technology in the light of local conditions.
